The volume of relevant forest inventory materials in the Arkhangelsk region is planned to increase from 20% to 93% in two years, the press service of the regional government reports on March 31 on the official Internet portal.
The governor of the Arkhangelsk region, Alexander Tsybulsky, took part in the all-Russian meeting of the Federal Forestry Agency. He devoted his intervention to working on forest management, ensuring the rational use and reproduction of forests.
According to Tsybulsky, at present, only 20% of forest management materials in the Arkhangelsk region are relevant, and they become obsolete every year. It is noted that this fact began to limit forest management in the region in recent years.
“We are already forced to allocate plots where the prescription of forest management is more than 20-25 years. And often what is now written in these outdated materials does not correspond to the real image at all – neither in terms of age, nor in terms of reservations, nor in terms of breed composition, “Tsybulsky explained.
He pointed out that the irrelevant forest inventory significantly slows down the activities related to the allocation of cutting areas and the acceptance of work. As a result, the regional budget receives less revenue. Therefore, simultaneously with measures to support the timber industry complex, a large-scale forest inventory is being implemented in the region, designed to create a basis for planning forest use for decades.
The region submitted a proposal to fully update the forest inventory at an accelerated rate. The proposal was supported by the Russian government and the Arkhangelsk region became one of the pilot regions for the implementation of the corresponding project.
The prepared joint project is designed to carry out forest management at an accelerated pace on almost the entire territory of the Arkhangelsk region. It is indicated that the forest management area has increased from the initial 4.8 million hectares to 15.7 million hectares, and the number of forest areas where work will be done has increased from 7 to 20 units.
Including more than 2 million hectares will be forest management on the principles of public-private partnership. Tsybulsky said that the enterprises of the logging industry complex have already signed contracts for the period of field and cameral work.
Regional authorities also made additional changes to the forest plan in order, taking into account established practice, to optimize the distribution of forest fund areas, which has not changed for 15 years. First of all, it is about the reduction of the area of use in the short term, which is necessary to put an additional 1 million hectares of forest into circulation. These territories are currently not available for rent and do not generate income for the regional budget. They will also be afforested to increase efficiency in the use and reproduction of forest resources.
In 2022, as part of the forest inventory in the Arkhangelsk region, all preparatory work was completed on an area of almost 16 million hectares. This year it is planned to carry out field and camera work. They will be carried out in 11 forests in an area of more than 7 million hectares, and forest conservation measures will also be designed in these areas.
In 2023, it is planned to carry out similar work on the territory of nine forests on an area of more than 8 million hectares. Thus, the indicator of relevance of forest management in the region for two years will reach the level of 93%.
“Another part of the forests with an area of more than two million hectares in the Mezen forestry will remain for 2024-2025. These are the most remote territories in the north, but they are very important in terms of providing firewood for the needs of the local population, as well as small businesses with forest resources.– said Tsybulsky, adding that the work on the Mezensky forestry will be the end in the large-scale work on accounting for the forests of the region.
The press service also reports that the Arkhangelsk region has proposed to become one of the regions for testing the Federal State Information System of the Forest Complex. Testing of the system in the Arkhangelsk region will begin in 2023.
