
Citizens of the Russian Federation will have to allow housing and communal services workers into the apartment to install and maintain smart water and heat meters, according to a letter from the Ministry of Construction to the government, Izvestia reports on April 2.
It is reported that in case of repeated refusal, fines are foreseen. However, experts say there is a risk of scammers disguised as utilities breaking into the apartments.
Experts believe that it is necessary to carefully consider a system for notifying citizens about upcoming events and introducing penalties for violation of these rules for resource supply organizations (RSOs).
It is planned that the installation of smart household appliances will be included in the tariffs for housing and communal services. Responsibility for its maintenance will be assigned to the resource-supplying organizations. Deputy Prime Minister Dmitry Chernyshenko gave instructions to study this issue. Thus, utility bills may increase by several percent, but citizens will be able to save on resources.
Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Utilities, explained that questions arise during the overhaul, maintenance of gas equipment, verification of illegal redevelopment and other things.
Today, according to the law, without the consent of the tenants, you can enter the apartment only in case of accidents, when there is a threat to the lives of neighbors. In other situations, permission must be obtained through the court. Therefore, sometimes it turns out that because of the neighbors who do not open their doors to the workers of the resource, people live for months without gas or hot water, said Tatiana Vepretskaya, director of the National Housing Congress.
