Prosecutors are investigating funds paid to Ms. Daniels, who alleged she had sexual contact with Mr. Trump in 2006.
A Manhattan investigation is looking into whether his company forged business documents relating to the $130,000 (£106,000) paid to Mrs. Daniels (real name Stephanie Clifford) by former Trump lawyer Michael Cohen.
Mr Cohen, who has testified before grand juries in recent weeks, has pleaded guilty to charges including violating campaign finance laws in 2018.
He said he was instructed by Trump to arrange payments totaling $280,000 (£229,000) to Ms. Daniels and playboy Model Karen McDougal will buy into her silence. Mr. Cohen was sentenced to three years in prison and has since been released.
Prosecutors did not say if they plan to seek jail time if Trump is found guilty.
