The decree on the appointment of Ivan Kirillovich Volynkin as Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Turkmenistan was signed by Russian President Vladimir Putin on April 6, according to the official Internet portal for legal information.
By another Decree, the President of Russia dismissed Alexander Blokhin, Ambassador to Turkmenistan, who has headed the Russian Embassy in Turkmenistan since 2011.
Remember that 60-year-old Ivan Volynkin is a career diplomat. He graduated from MGIMO in 1981. He then worked in various posts in the foreign missions of the USSR and Russia in Yugoslavia, USA, Serbia and Montenegro, Georgia and Macedonia.
From 2009 to 2013, he served as Assistant to Russian Foreign Minister Sergey Lavrov and was Deputy Director of the General Secretariat (Department) of the Russian Foreign Ministry.
In 2013-2018 he was the Russian ambassador to Armenia.
