Private jet flights to start paying carbon tax from July

According to an amendment to the regulation, published on Friday in Diário da República, flights on private jets with up to 19 passengers will be subject to a carbon tax of two euros per passenger from July 1.

According to a regulation signed by Infrastructure Minister Joao Galamba, “the scope of the carbon tax has been changed to cover the consumer of air travel on aircraft with a maximum capacity of up to 19 seats.”

In July 2021, the government introduced a carbon tax on passengers traveling by air, sea and river transport of two euros per person “in exchange for pollutant gas emissions and other negative external environmental impacts caused by these vehicles.” .

In December last year, a law was passed expanding the scope of the above tax, “determining the need for the Government to introduce a carbon tax from July 2023 for consumers of air travel on aircraft with a maximum capacity of 19 seats, with a scoring mechanism depending on aircraft capacity and flight distance” .

This is an initiative presented by PAN in Parliament as a proposal to amend the State Budget for 2023, which the government has accepted.

According to the ruling, published on Friday, the fee is collected from consumers of air travel and is collected and paid by “the owner of the aircraft, if it is not operated by another person”, “by the aircraft operator in other cases.” non-commercial flights” or “air carriers that operate and sell flights”.

Excluded from the levy are flights in all-electric aircraft, transportation services subject to public service obligations, government flights, training flights, emergency medical flights operated under an integrated emergency medical system, search and rescue flights, and takeoff and landing flights. stripes. departures after landing due to technical, meteorological or similar unforeseen reasons.

Carbon tax revenues are transferred by the National Aviation Administration (ANAC) to the Environment Fund.
