Russian President Vladimir Putin signed a decree on Monday on the accelerated transfer to Russian jurisdiction of companies located in regions of Ukraine illegally annexed by Russia in September, which in practice means the alienation of Ukrainian assets.
The law provides that individual entrepreneurs established in four eastern and southern regions of Ukraine – Luhansk, Donetsk, Zaporozhye and Kherson, must register in the Unified System of Legal Entities of Russia no later than June 30.
Companies, in turn, must do the same by December 31 of the following year.
In addition, companies from Donetsk and Lugansk must comply with Russian law in accordance with their constituent documents from the same date, and companies from Zaporozhye and Kherson must comply with Russian law from June 30, 2024.
In October, the Kremlin said it was clear that the government would have to address the issue, given that there were “abandoned assets” in Donetsk, Luhansk, Zaporozhye and Kherson, and that they “certainly cannot stand still.” .
“We have to activate them. Someone has to put them on their balance sheet,” Presidential press secretary Dmitry Peskov said at the time.
“This is completely normal because this is the territory of the Russian Federation,” he said, despite the fact that Russia does not fully control any of the four regions.
“There were owners in Crimea who gave up their assets when the peninsula became Russian. Many, not all, were invited to claim their rights and register their companies under the jurisdiction of the Russian Federation,” he said.
Therefore, he added, “there is already a precedent” for this.
“In any case, the assets have owners, and everyone has the right, in accordance with Russian law, to claim their rights to this or that asset, but already on the basis that this is the territory of the Russian Federation,” Peskov explained.
On February 24, Russia launched a military offensive in Ukraine, occupying some of the territories it had proclaimed annexation, but without recognition from the international community, which condemned the invasion and imposed unprecedented sanctions against the regime of Vladimir Putin.
