The Central Bank of Uzbekistan opposes handing over bills for transfers between individuals to tax authorities, the head of the regulator, Mamarizo Nurmurodov, said at a press conference on May 4.
By a decree of the President of Uzbekistan dated February 10, payment organizations when carrying out money transfers between people (p2p transfers) from May 1, 2023 are supposed to draw up and transfer electronic invoices for the service to the authorities tax, even if the commission was zero. In turn, the Ministry of Justice of the Republic has already stated that this paragraph was not present during the examination of the draft document. In addition, the financier Otabek Bakirov stated in his article that the tax committee “wants to control all information about p2p transfers”.
“This clause will not apply from May 1. The main thing is that if the constitutional norm that you mentioned, the principles of inviolability in banking legislation are not fully complied with, then the provisions and the like will not be approved by the Central Bank”.– said Numurodov.
Nurmurodov emphasized that this norm or regulation can be implemented only after an agreement with the Central Bank. In other words, to request information from banks on p2p transfers, an adequate provision must be adopted, which cannot be transferred to banks without an agreement with the Central Bank of the Republic.
The head of the regulator clarified that although the Central Bank did not announce its attitude towards this decree through the media, this does not mean a more categorical attitude towards it than the discussions in the press. The Central Bank conveyed its negative attitude to the fiscal committee, the Ministry of Economy and Finance in connection with this decree, Nurmurodov said.
He stressed that the Central Bank has not yet received information on the final objective of this innovation.
