Fenprof asks the government to make public provision of preschool education a priority

The National Federation of Teachers (Fenprof) this Saturday asked the Ministry of Education to highlight the resources that exist in early childhood education and make public provision a national priority.

In a statement sent to the Lusa agency, the trade union structure accused the government this Saturday of squandering the public offer on pre-school education “to promote” private enterprises.

“Fenprof requires the Ministry of Education to assess the real needs at the local level in relation to pre-school education, signaling the availability of public supply, both in terms of equipment, material and human resources, to ensure that when realizing the universality of pre-school education, public provision must be the main priority of the state,” the trade union organization emphasized in the same note.

According to Fenprof, over the years the government has “approved measures to support private social solidarity institutions (IPSS) and the commercial sector,” which have turned preschool education and kindergarten “into an attractive market.”

“It is incomprehensible that the state continues to spend money on solutions that deprive children of the opportunity to attend free public kindergartens, where equal opportunities in access to preschool education are guaranteed,” the trade union structure criticized.

Fenprof recalled that this is happening at a time when the “universality of attendance” for children four and five years old is already “legislated and enshrined” and approved by the Assembly of the Republic for children three years old.

“We have the signing of an agreement whose purpose is to promote the so-called solidarity network to the detriment of the public network,” said the trade union organization, according to which such a course of action is contrary to the Framework Law on Preschool Education. and the Constitution of the Republic.

According to Fenprof, “the state is wasting its human and physical resources by funding IPSS” without demanding “equal working conditions.”
