The PS project, which adjusts the state budget (OE2024), preventing municipalities from losing part of the IUC revenue to the state, was approved on Tuesday, with PSD classifying the solution as a “kinder egg”.
We are talking about a problem that arose in the process of forming the final version of the State Budget for 2024 and which stems from the standard in the budget proposal, which provided for an increase of 25 euros in 2024 for the ICC of cars registered before July 2007 (category A) and motorcycles and the subsequent change in the distribution of tax revenues.
The IUC increase was removed from OE2024 under the PS proposal without eliminating, however, the portion of the OE proposal that made changes to revenue sharing by projecting that 30% of Category A IUC in the cylinder component would pass to return to the state.
To solve this problem, PS and PSD have differed on the solution: the Socialists have used the IRC diploma that was discussed and the last global vote this Tuesday to change this OE2024 standard, and the Social Democrats are moving forward with an autonomous project to correct the above-mentioned standard.
The PS project was ultimately approved unanimously. The SDP proposal was rejected, the PS voted against, and there were no abstentions.
During the debates that preceded the vote, there were several criticisms of the solution found by the PS: PSD deputy Duarte Pacheco noted that the problem arose only because the Socialists voted against the proposals of the PSD and IL, which they excluded from the text of the budget. this part of the MUK is an increase in taxes and a subsequent change in the distribution of income.
“When there is a proposal from the opposition, they vote against it without looking at its content,” said Duarte Pacheco, accusing the PS of rejecting all proposals and now coming up with “what can be called a Kinder egg” by including “ repeal of this IUC rule” in the IRC Rule Change Proposal.
João Cotrim Figueiredo also criticized the “bribe” of the IUC in the IRC diploma to correct the “mistake” of the PS, which was to take a “step back in the deterioration of the IUC”, forgetting that the Socialists support the PSD and IL proposals to eliminate the Revenue part from the article. Regarding the PCP, MP Duarte Alves said that just as his party voted against increasing the IUC for older cars, it will now also follow the various proposals to eliminate “this boil” that was left in OE2024.
BE’s Pedro Filipe Soares said the problem arose because, upon learning of the upcoming elections, the PS “quickly shelved” the IUC increase, stressing that this is where the measure should continue.
To prevent duplication of OE2024 with the legislation approved today, the IUC Revenue Sharing PS proposal specifies that it would take effect on January 1, 2024, “deeming that the same provisions previously approved would be violated within the scope.” legislative process of the State Budget for 2024, regardless of its entry into force.”
The thesis used to address the IUC issue concerns IRC, namely the adaptation of the taxable profits of insurance sector companies to new accounting rules, creating a transition regime for this.
The “timing” of the discussion of this diploma deserves several criticisms, in particular from the deputy Rui Afonso of Chega and the Secretary of State for Financial Affairs Nuno Santos Félix, who emphasized that it is the result of a government proposal sent to Parliament at the beginning of October. , even before it became known that early elections were taking place in the country.
In practice, this law (which is the result of a proposal approved by the Council of Ministers at the end of September) allows companies in this sector to “dilute” the impact of the implementation of the IFRS 17 accounting standard in determining their tax base over a period of 10 years. profit for IRC effects.
Also discussed and voted on Tuesday was a PAN bill that would amend the IRC to create tax incentives for companies to promote cycling mobility for workers.
The initiative, which had no abstentions, failed: the PS, PSD and PCP voted against and the rest of the parties voted in favour.
