Marcelo introduces a deposit and return system for plastic and metal packaging. This measure will help reduce municipal cleaning costs for cities.

This Monday, the President of the Republic promulgated a decree-law that changes the regimes for waste management, waste disposal and the management of specific waste streams, taking into account the principle of extended producer responsibility.

The unveiling of Marcelo Rebelo de Sousa’s diploma was published on the President’s website.

In early December, the Ministry of Environment announced the creation of a deposit and return (SDR) system, which consists of a deposit on parcels and a refund on delivery, which applies to plastic and metal drinks packaging, but not glass.

According to a statement released at the time, the government predicted that the SDRs would have a “very positive impact on the collection rate of plastic and metal drinks packaging” and would also help reduce urban clean-up costs for municipalities.

Extended Producer Responsibility (RAP) can be extended to other waste streams such as furniture, mattresses, personal care products and associated waste (which arise from the provision of health care by individuals or their caregivers without professional intervention). healthcare providers, namely needles, lancets, syringes, compresses, etc.), “thus responding to the current lack of solutions for the management and treatment of these products at the end of their use,” the ministry noted.

On November 29, the Council of Ministers approved a decree-law that changes the regimes for waste management, waste disposal in landfills and management of individual streams, taking into account the principle of extended producer responsibility.

The communiqué from the meeting detailed that the purpose of the changes is to support and promote innovation and the development of new products from waste.

At the same time, licensing procedures are simplified, “without neglecting the protection and preservation of the environment.”
