The fight against sport-related violence includes preventive and repressive measures, according to the conclusions of the Estádio de Sítio seminar organized by the Public Security Police (PSP), the fourth edition of which ended this Friday in Porto.
Despite a decrease in the number of cases over the past 30 years, incidents persist, “and society requires measures that can contribute to their reduction, and their eradication will be possible only when violence ceases to exist in society.”
The conclusions of the seminar, which took place over two days at the Almeida Garrett Library in Porto, drew attention to “the need to improve the conditions of service for supporters and their own integration as an active participant in the prevention of violence.”
“Policing planning should be based on best practices in policing technology, with a focus on the preventive, deterrent aspect, starting with baseline scenarios and alternatives emerging from risk assessments,” they say.
“Continuous evaluation of the results of policing” with analysis after sports events “with the identification of good practices and aspects for improvement” is another recommendation of the fourth edition of the meeting promoted by the Public Security Police (PSP).
“The current sanctions regime should be implemented with a focus on exclusion of supporters of violence and the application of prompt, proportionate and effective sanctions aimed at those who contributed to violence,” the conclusions note.
And this chapter includes not only fans, but also “the sports agents or promoters themselves, whether as a result of the action or omission of their duties, emphasizing the need for police intervention to be surgical, directed at hooligan elements and not at the general public.”
“The safety of all sports agents, with particular reference to refereeing teams, must also be ensured, allowing them to do their jobs without being pressured to contribute to the show.”
For the authorities, the use of pyrotechnic artifacts poses “a real and concrete risk to those who handle them and to third parties”, and therefore it is argued that “the sale, possession and use [de engenhos pirotécnicos]out of regulation, should be criminalized.”
Security, protection and service in a multi-agency, integrated and balanced approach. The Shared Responsibility Process was the motto of the fourth edition of the workshop, which took place Thursday and Friday at the Almeida Garrett Library in Porto.
