Babies up to their first year of life from this Thursday have free access to the citizen card, a measure announced by the government on World Children’s Day.
The Institute of Registries and Notaries and Shared Services of the Ministry of Health (SPMS) also announced the launch of the “Born + Citizen and + Citizen” measure, which will simplify the declaration of birth, allowing it to be done through a single interaction with the public administration and without the need for parents to visit a physical counter .
In the first phase, this measure, developed by the public justice and health authorities and funded by the Plan for Recovery and Resilience (PRR), will be available in the maternity ward of the Centro Hospitalar de Setúbal with the expectation that by the end of this year, the gradual expansion of access to other public health facilities where Nascer Cidadão branches already exist, and to private healthcare facilities where Nascer Cidadão branches have not been reopened since the recent pandemic.
With this new method of registering the birth of a newborn through health posts, “the service is no longer subject to a limited schedule, as it does not depend on the presence of the registry office, which contributes to safety and faster and easier contact with the civil registry office immediately after the birth of the child,” explains note, adding that the birth statement with information provided personally by the parents is filled in by the medical unit officer while the woman in labor is discharged.
At the same time, parents ask for a citizen card, now free of charge, which can now be sent to a home address.
In 2022, 61,713 citizen cards were requested for children under one year old.
The information released this Thursday also adds that the law has been amended to address the difficulties in proving the economic insolvency of those incarcerated in order to exempt from the fee for issuing and renewing a citizen card, which can now be done the director of a prison or educational center, as is the case when a person is placed in a public welfare institution.
