Council of Ministers approves pardons and amnesty for young people in connection with the Pope’s visit to Portugal

The Council of Ministers approved on Monday a diploma establishing the cancellation of sentences and amnesty for crimes and offenses committed by young people between the ages of 16 and 30, in connection with the Pope’s visit to Portugal.

The Diploma defines a one-year pardon for all sentences up to eight years’ imprisonment, and establishes an amnesty regime that includes offenses where the maximum applicable fine limit does not exceed EUR 1,000 and criminal offenses for which the penalty does not exceed one year. .a year in jail or 120 days fine.

The proposed law includes exceptions to the pardon and amnesty rules for those who do not enjoy benefits, namely those who have committed crimes such as murder, infanticide, domestic violence, cruel treatment, a serious crime against physical integrity, female genital mutilation, a crime against qualified bodily integrity, forced marriage, kidnapping. , against freedom and sexual self-determination, extortion, discrimination and incitement to hatred and violence, trading in influence, money laundering or corruption.

The proposed pardon measures, the government explains, are part of the framework of World Youth Day in Portugal, which will be attended by Pope Francis, “whose testimony to life and pontificate is strongly marked by the call for the social reintegration of people in conflict.” with criminal law.

The draft law, which will be submitted to the Assembly of the Republic, covers criminal offenses committed before June 19, 2023 by persons between the ages of 16 and 30.

The last time the government took similar pardons and criminal amnesty measures to reduce the prison population was during the covid-19 pandemic.
