The proposed amnesty law for World Youth Day was approved this Monday by Specialty in Parliament, with changes from the PS and PSD keeping the age limits and taking effect only on September 1st.
Voting in the parliamentary committee on constitutional issues, rights, freedoms and guarantees dragged on for almost an hour and a half, as the deputies preferred to vote practically point by point, with a restriction on applications for young people from 16 to 30 years old. approved by the PS despite doubts about its possible unconstitutionality and voices against by the PSD, Chega and Iniciativa Liberal.
The voting process turned out to be somewhat confusing, as a few minutes before the meeting, the PS submitted a new proposal for an amendment. “This is because the proposed amendment was presented 10 minutes before, which is legal but needs more attention in the course of the work,” Commission Chairman Fernando Negrao said in the face of doubts caused by similarities and differences. between diplomas PS and PSD.
The new proposal of the socialists did not make any corresponding changes to the one already presented on Friday, which emphasized the exclusion of administrative offenses up to one thousand euros, leaving only the forgiveness of additional sanctions (for example, deprivation of a driving license). This Monday’s version made only a few clarifications in some articles and reiterated the acceptance of several amendment proposals previously made by PSD.
And since they were the first to enter the service of the Assembly of the Republic, it was the proposals of the SDP that were subject to a vote, as a result of which 11 amendments were approved by the Social Democrats, including those that entered into force only on September 1.
Taking into account the initial government decree, several crimes have been added to the list of exceptions to the amnesty and pardon of sentences, such as trafficking in human organs, theft, crimes against state sovereignty and the rule of law, prisoner riots, corruption. in international trade and in the private sector, against sports truth, subsidy or subsidy fraud, and against children, youth and particularly vulnerable victims.
The proposed law already included exemptions from pardon and amnesty that do not receive benefits, namely those who have committed crimes such as murder, infanticide, domestic violence, abuse, a serious crime against physical integrity, female genital mutilation, a crime against qualified bodily integrity, forced marriage, kidnapping, against sexual freedom and self-determination, extortion, discrimination and incitement to hatred and violence, influence peddling, money laundering or corruption.
The diploma deals with crimes and offenses committed before June 19 by young people between the ages of 16 and 30, which will be taken in connection with the visit of the Pope to Portugal and provide for a one-year pardon for all sentences up to eight years in prison. . The amnesty regime is also provided for criminal offenses, the punishment for which does not exceed one year of imprisonment or 120 days of fine.
