The President of the Republic vetoed housing changes and indicated that there was no minimum consensus

The President of the Republic, Marcelo Rebelo de Sousa, on Monday vetoed the “More Housing Program”. The package of legislative amendments in the field of housing was approved by an absolute majority of the PS in Parliament, and Marcelo expressed a “calm negative judgment” about these measures and criticized the lack of consensus.

“The President of the Republic returned to the Assembly of the Republic without promulgation the Decree on approval of measures in the field of housing construction,” the note on the website of the Presidium says.

In the letter sent, Marcelo Rebelo de Sousa emphasizes that “The presentation of the Mais Habitação program led to the polarization of the debate on two central themes – forced tenancy and local housing”, highlighting the resulting negative consequences.

The President of the Republic reiterates the “risks an overly optimistic speech,” which he already warned about, saying that six months after the package was handed over, they were confirmed.

“To put it simply, it is not easy to see where the promised housing supply for housing will come from efficiently and quickly. This is an example of how a bad start in response to a need, which time has made dramatic, decisive and very urgent, can be negatively noted,” the president’s letter says.

Recall that last Thursday the Head of State announced that he was not going to send the housing law to the Constitutional Court, since he did not consider the measures taken unconstitutional.

The government’s response to housing problems was presented on February 16 and adopted by the Assembly of the Republic on July 19 only with a positive vote of PS deputies.

The most controversial measures under the Housing Act were the forced leasing of vacant properties for at least two years and the tax burden on local housing, which implies a 20% contribution on estimated income in addition to an increase in IMI.
