Lawyer Carlos Pinto Pereira, leader of the African Party for the Independence of Guinea and Cape Verde (PAIGC), was this Wednesday reappointed Minister of Foreign Affairs in the government initiated by Guinean President Humaro Sissoko Embalo.
The reappointment of Pinto Pereira is contained in a presidential decree published this Wednesday in Bissau, which announces a new executive consisting of 24 ministers and nine secretaries of state, led by Prime Minister Rui Duarte de Barros, also head of PAIGC.
Carlos Pinto Pereira was a lawyer who defended PAIGC in legal battles in recent years, fought former Guinean President José Mario Vaz and recently assisted the leader of this political group, Domingos Simões Pereira, in the courts.
Appointed head of Guinean diplomacy in the government of the Platform for Inclusive Alliance (PAI-Terra Ranca), formed by PAIGC and other parties, the winner of the last legislative elections, Pinto Pereira ultimately remained in the current executive.
The President of Guinea dissolved parliament and dissolved the PAI-Terra Ranca government on the 4th, triggering a major crisis in the country following clashes between the military a few days earlier, a situation which he regarded as an attempted coup.
The coalition, led by Domingos Simões Pereira, who is also PAIGC president and leader of the dissolved parliament, does not recognize the new government and has warned that it will not guarantee the arrival of its leaders.

Former Supreme Court President Maria do Seu Monteiro has become the new Minister of Justice and Human Rights. She will take up this position after she is removed from her duties as State Counselor by presidential decree this Wednesday.
Former Deputy Prime Minister and still head of the Civil Chamber of the President of the Republic, Soares Sambu, returns to the government to take up the post of Minister of Economy, Planning and Regional Integration.
Sambu is one of the vice-presidents of the Movement for a Democratic Alternative (Madem G15), the party that supported Oumaro Sissoko Embalo in the 2019 presidential race.
Other leaders of the Madem G15 who are part of the new executive team are: Marciano Silva Barbeyro, Minister of Territorial Administration and Local Government, Maria da Conceição Évora, Minister of Social Communications, Fidelis Forbes, Minister of Public Works, Housing and Urbanism, Viriato Soares. Kassama, Minister of Environment, Biodiversity and Climate Action, and Herry Mane, Minister of National Education, Higher Education and Research.
The leader of the Workers’ Party of Guinea (PTG), Botche Kande, returns to the Ministry of the Interior and Public Order for the eighth time.
Former diplomacy chief and women’s rights activist Fatoumata Jau Balde, leader of the PTG, is returning to government to head the Ministry of Agriculture and Rural Development.
Party of Social Renewal (PRS) leaders Nicolau dos Santos was reappointed as head of the Ministry of Defense, Ilidio Te in the Ministry of Finance, Domingos Malu in Public Health and Orlando Mendes Viegas were called to the portfolio of trade and industry.
The new government will take office before the head of state of Guinea, Oumaro Sissoko Embalo, this Thursday at the presidential palace in Bissau.
