Repealing measures from the More Housing package or a draft resolution requiring a family doctor for everyone are among the first initiatives IL will introduce in this legislature, Luse’s party said.
On the day she took office in the Assembly of the Republic, IL indicated to Lusa five diplomas that she considers a priority for this legislative body and which she will present on Tuesday, representing election promises or proposals that the party has already presented earlier.
Among the five initiatives, three aim to reverse a number of housing measures passed over the past eight years, and two are draft resolutions – that is, recommendations to the government that do not have the force of law – in the area of health.
Among the new developments is a bill to abolish the state’s pre-emptive rights in private residential real estate transactions, approved in 2019 under the Basic Law on Housing, when IL had not yet had a seat in parliament.
According to IL, this right of preference has “resulted in several people seeing their access to housing blocked due to forced government intrusion during negotiations for housing they were seeking to purchase,” forcing them to seek housing “on other conditions.” namely, with less affordable prices, limiting the supply of housing through government intervention.”
“IL proposes to revoke this right of first refusal in all onerous transfers of buildings between individuals, as well as in the case of joint sales of real estate, as currently provided by law,” it said.
Along with this measure, also in the housing sector, the party is reintroducing two diplomas repealing measures from the “More Housing” package, which came into force in October.
One of the bills seeks to repeal what IL deems to be the “most burdensome” measures in the package, such as “amendments expanding forced tenancy options” or “communications obligations for telecommunications companies and gas, electricity and water distributors across municipalities in the updated list absence of supply contracts or low consumption.”
Another diploma seeks to reverse “disproportionate and harassing changes to the local accommodation regime”, specifically “the revaluation of issued local residence registrations, the suspension of registration of new local residences and the increase in taxes transferred to the IMI, and the creation of a new emergency contribution for local accommodation apartments” .
“In addition to these exceptions, IL proposes to restore legal security to current community homeowners by proposing to reinstate the rules for de-exploitation of community housing by condominiums and guarantees of transferability,” the diploma in question states. .
This package of priority initiatives on IH also includes two draft resolutions related to health: one, which was already presented in the last legislature, recommends that the government return to a public-private partnership management model for hospitals in Braga, Loures and Vila Franca. de Xira.
Another, citing IL’s campaign promise, asks the executive to “take the necessary measures to ensure the goal of having a family doctor for all” citizens by 2028, and for all pregnant women and children under nine by 2025. elderly and elderly people over 65 years of age.
To achieve this goal, IL believes that the government should “strengthen the SNS by investing in Model C family health units (USFs) and contracting with private and social sector health services where necessary.”
To these initiatives, IL also adds a package of measures to simplify and reduce bureaucracy in the state, authored by deputy Carlos Guimarães Pinto.
