In the state capital of Porto Alegre, home to 1.3 million people, 70% of neighborhoods are flooded by the waters of the Guaiba River, which reached a height of 2.26 meters on Monday.
The airport and bus stations were closed, most of the city was without electricity, and drinking water was rationed.
