Chega proposed a one-time bonus for the PSP, GNR and prison guards, paid in 14 monthly installments and indexed to 19.6% of the salary of the PSP national director and the GNR general commander.
During the plenary session, the deputies took advantage of the speech to accuse Chega of “instrumentalising the security forces” and to accuse the PS of what “caused the whole debate”, namely, the appropriation of the risk premium of the judicial police.
The debate was marked by the presence of police officers in the assembly galleries and several outside waiting to enter. At the opening of the debate, Chegi leader Andre Venturaapologised to the police for the way they were treated and said “the police don’t want pennies, they want dignity.”
“We have come to correct a historical injustice” and “the police will not forget that the greatest betrayal was committed by the PS and the far left” – these were the words of André Ventura during the debitai.
Shortly after André Ventura’s speech, several deputies spoke of long lines of police waiting to enter the Assembly of the Republic to be able to observe the debate. The parties exchanged accusations, with Aguiar Branco stating that “there is no special situation at the entrance to the galleries compared to any other normal day.”
Several police officers shouted “shame” as they waited to enter.
Antonio Felipe The PCP member criticised the former socialist government, saying that “increasing PI subsidies was a fair measure to create injustice.”
PCP proposed to set the surcharge at €200 this year, increasing it to €300 in January 2025 and increasing it to €450 in January 2026.
Ines Souza Real submitted a proposal to the PAN, which proposed a risk premium divided into three categories: 10% for officers, 12% for chiefs and NCOs, and 15% for agents and guards. The value should be calculated based on the salary of the national director of the PSP and the general commander of the GNR.
The deputy recalled that “professionals do not need political figures made on their knees, but proposals made with their feet and heads.”
Andre Ventura mentioned the possibility of suspending the plenary until everyone had entered.
Fabian Figueiredo BE believes that “working for the state cannot be just sweat and a uniform, it must be a decent salary and time to live.”
Nuno Gabriel do Chega accused BE of “going hand in hand with banditry” and asked Mariana Mortágua to “be ashamed of the way she talks about the police.”
Isabel Moreirafrom PS, accuses Luis Montenegro of creating a blockade of police supplements and recalls that Prime Minister Luis Montenegro even stated that he does not give “one cent” to the security forces.
Antonio Rodriguezfrom PSD, says Chega is raising the issue with the police to see if it can bring in more voters and soften the effects of the party’s decline in the last election. The Social Democrat guarantees that the government has worked to give concrete answers to the security forces and that the proposal under discussion “is fair”. “We meet in a structured and realistic way to solve problems,” he said.
“Chega is taking people out on the streets to try to deceive them,” he said.
“This issue has become a party issue, it is not a political issue. Contrary to popular belief, the negotiations are not closed. Chega promises to resolve it, but will do nothing,” he said.
After António Rodrigues’ speech, Andreu Ventura took the floor again and declared that in three months of government, “zero result has been achieved.” During his speech, the leader of Chega picked up a piggy bank full of cents and declared that “this is not what the security forces want.” The one-cent coins were collected by the police and handed over to the prime minister.
“The deputy does not follow the negotiations, it was enough for him to read the newspapers,” replied António Rodrigues.
Joao Almeida, from SDS-PP, took advantage of the intervention to underline this point: “No security or police deserve the kind of instrumentalization that this debate has received.”
“They pretend they have dignity. They don’t respect the security forces,” he stressed.
According to the deputy, if the dignity of security officials is at stake, then first of all it is necessary to toughen the punishment of those who commit crimes against these specialists.
Deputy Jorge Pinto took the floor to say that Chega would not be counting on “Livre for this masquerade.”
Jorge Pinto believes that Chega is stirring up discord between the security forces and the government for his own benefit. However, he acknowledges the importance of the topic that brings deputies to the plenary, ensuring that the party will support an addition to the mission that has worthy value.
President of the Liberal Initiative, Rui Rocha, He began his intervention by harshly criticizing the Socialist Party. “If there is a sense of injustice among police officers today, it is because the PS, already in its outgoing government, decided to quietly change the size of the remuneration,” he said.
The liberal did not hesitate to criticize the newcomer’s stance on the police issue, calling Andre Ventura’s position “absolutely unacceptable.” “Andre Ventura, you want order in the country, but you can’t bring order to your bench. Look,” he said after a few moments of chaos on the AP.
