The attacker, who was released as the investigation ended, also attacked a PSP agent who tried to stop the attacks. The officer was forced to use pepper spray and “strictly necessary physical force.”
The victim was thrown to the ground and the assailant did not stop when ordered, but instead “reacted aggressively and openly toward the officer.” The pepper spray “did not work” and the man, “visibly upset and aggressive,” scratched the officer’s arm.
