The Commission for the Protection of Children and Youth (CPCJ) of Leiria has instructed 289 new processes in 2022, one more than the previous year, its President Milen Ferreira told Lusa on Monday.
“In 2022, the CPCJ of Leiria instructed 289 new promotion and protection processes, which is similar to 2021 (288 new processes), and a total of 669 processes were followed during the year,” he said in a written response. , Mylene Ferreira.
The head of the CPJC clarified that at the end of last year there were “306 active processes that have been rescheduled for the current calendar year”, noting that “active processes [296] at the end of 2021 were very similar to those of 2022.”
According to Mylène Ferreira, “the age groups with the most features were 15 to 17 years old, followed by 11 to 14 years old”, with Portuguese citizenship being the most common.
“When we analyzed the number of signs by hazard type, domestic violence was the first cause of signs from 0 to 17 years old,” he said, adding that “this problem was followed by others, depending on the age group.”
CPCJ President Leiria said that “in particular, between 0 and 2 years of age, the second biggest problem was health malpractice, followed by psycho-emotional sloppiness.”
Already “in the age groups from 3 to 10 years, the second and third most important problems were the lack of supervision and family support and negligence at the psycho-affective level, respectively.”
On the other hand, “At the age of 11 to 14, the second biggest problem was severe antisocial behavior and/or indiscipline, and at the third was absenteeism from school,” Mylène Ferreira explained.
“The 15 to 17 age group was similar to the previous one, with school truancy in second place. Finally, in the 18 to 21 age group, school truancy is the most prominent problem, followed by serious antisocial behavior and/or indiscipline,” he added.
According to the CPY, “the police authorities and then the prosecutor’s office and school institutions” were the entities that “sent the most signals” to the commission, noting that there was “no process in relation to children with refugee status”.
“As for the most used promotion and protection measures, this is without a doubt a measure to support parents,” Mylène Ferreira emphasized, explaining that “in an ever-changing society, the problems that parents face in children are enormous, and this is a measure aimed to support parents, children and youth.
Asked if the CPY had sufficient human resources in Leiria, the president noted that recently there had been a “strengthening of a staff member” in the commission, so that at present “five people work full-time and two work part-time.”
“Even so, we don’t have the number of hours per technician needed to meet the ratio of processes per technician, which implies an overload for everyone,” noted the person in charge, who believes that “the situation will improve over time.” year “
Asked what are the greatest challenges in child protection work, the President of the CPY responded with challenges, noting that “perhaps one of the most important is the time factor, i.e. early identification and intervention that prevents children from having to experience adverse experiences, which may affect their holistic development”.
