According to the public tender published this Monday, those interested in competing for the first public-private partnership (PPP) on the high-speed line (LAV) section between Porto and Oia must do so by June 13th.

According to the public tender published this Monday in the Diário da República (DR) by the agency Infraestruturas de Portugal (IP), companies or consortia interested in participating in the competition must do so before 17:00 on June 13, and the cost of the procedure is 1.66 billion euros. to which can be added 480 million euros of European funds, amounting to 2.14 billion euros.

In the evaluation procedure, price is taken into account as a factor with a weight of 70%, and quality – 30%.

Within the quality factor, the Campanhão station in Porto is a sub-factor with a weight of 35%, as is the Santo Ovidio station in Vila Nova de Gaia, while the new road-rail bridge will account for the remaining 30%.

On Thursday, the Council of Ministers approved the costs stipulated in the concession contract for the first section of the Porto-Lisbon LAV between Campanhão (Porto) and Oia (Oliveira do Bairro), and on Friday the public tender was launched for this public tender. -private partnership (PPP).

In total, this PPP involves costs of about 4.3 billion euros until 2055, according to a resolution of the Council of Ministers, with “the amount of 4,269,507,412.38 euros” to be spread over 31 years, which concerns the assignment to the winner of the public competition. .

The procedure includes “conception, design, construction, financing, maintenance and provision of the Porto – Hoian section (Oliveira do Bairro, Aveiro district).

The first section of the line corresponds to 71 kilometers (km) between Porto and Oia (Oliveira do Bairro, Aveiro district), on a line prepared for a speed of 300 kilometers per hour (km/h).

The project includes the redesign of the Campania station in Porto, the construction of a new double-decker road-rail bridge over the Douro River, the construction of a new metro station in Santo Ovidio (Gaia) with connections to Metro Porto and a 17 km connection with the current Northern line in Canelas (Estarreya), which allows the high-speed train to reach the current Aveiro station.

The project corresponds to the first batch of the first phase (Porto Sur) of the high-speed project.

The high-speed line should connect the country’s two main cities in about one hour and 15 minutes, with possible stops in Gaya, Aveiro, Coimbra and Leiria.

The first phase (Porto – Sure) is due to be ready in 2030, with the possibility of connecting to the Northern line and immediately reducing travel times, while the completion of the second phase (Sure – Carregado) is expected in 2032.

The connection between Carregado and Lisbon, since it is more costly financially despite the short distance, could be completed later, but plans are already in place to quadruple the Northern line on this section.

It is planned to operate 60 flights per day and in each direction, of which 17 will be direct, nine with stops in intermediate cities (Leiria, Coimbra, Aveiro and Gaia) and 34 mixed flights (connecting to the regular network), according to the IP.

The project plans to carry 16 million passengers a year on the new line, of which about a million currently travel by air.

At the same time, a connection is also being planned from Porto to Vigo in Galicia (Spain) with stations at Francisco Sá Carneiro Airport, Braga and Valence (Viana do Castelo area).
